What is Google Consent Mode, and why it matters if you want to measure or advertise

If you measure with Google Analytics, advertise on Google Ads, or use related tools — you need to know Google Consent Mode. The name sounds intimidatingly technical, but the point is simple: how to make it possible for Google to receive data lawfully — or, if not, quality anonymised data.

In one sentence: what is Consent Mode?

A technical framework by which Google services (GA4, Google Ads, Floodlight) receive the user's consent state, and based on it decide how to handle the data.

If the user consents: Google can use full measurement, all features. If not: Google only tries to infer from anonymised signals — privacy is protected, but marketing measurement keeps working, just less precisely.

Why has it been effectively mandatory for EU advertisers since 2024?

From March 2024, Google required EU advertisers to implement Consent Mode v2 (or an equivalent solution). For those who didn't add it, remarketing lists don't build, conversion measurement is distorted, and campaign optimisation is based on faulty data.

Put simply: you can't advertise effectively in the EU without Consent Mode. Anyone who doesn't sort this out can expect a significant loss of ad effectiveness.

How does it work in practice?

The visitor arriving at the website first sees the cookie banner. Here they decide what they consent to (statistics, marketing). Consent Mode takes this decision and passes it on to the Google services.

If the user doesn't consent, Google can't set cookies — but tries to give an anonymous picture of traffic with 'cookieless pings'. From these, Google builds a full picture through statistical modelling.

Basic vs Advanced Consent Mode

Basic: if there's no consent, Google receives no signal at all. Simpler to implement, but lower value from a marketing measurement standpoint.

Advanced: if there's no consent, Google receives anonymous pings (no cookie, no user ID, just an aggregated signal). A more complex setup, but much more accurate marketing results. Recommended for serious advertisers.

What do you gain when it's set up right?

Lawful operation (which means avoiding regulatory fines), but more importantly: your marketing measurement gets much more accurate. With a well-implemented Consent Mode v2 you can measure 15–30% more conversions than with a faulty setup.

This has a direct impact on ad optimisation: if Google knows which campaign brings real conversions, campaign money is spent more effectively. The return is practically automatic.
